Why was this resolved as wontfix? Could you please backport this to 4.8 and 4.9 as these are still supported? We have fixed a similar bug with machine-api-provider-aws not being able to create machines in regions unknown to the API by fetching endpoint information using the describeRegions API call, but this issue prevents cluster installs.

This BZ was created because of a robot's bug. We don't have any customer requests to support this region in old versions. Feel free to open a new BZ if there is a customer case.
