It's not clear to me why this would happen.

What other profiles are active at that time (if any)?

What gives `NetworkManager --print-config`?

Why does the activation get rolled back after only two seconds?

Do you have the complete journal from the entire boot? Or is it too large?

Hi, this issue looks similar to bug 2100456. Can you please try if the scratch build from https://bugzilla.redhat.com/show_bug.cgi?id=2100456#c16 helps?
