Please branch and build python-rdflib in epel9.

If you do not wish to maintain python-rdflib in epel9,
or do not think you will be able to do this in a timely manner,
the EPEL Packagers SIG would be happy to be a co-maintainer of the package;
please add the epel-packagers-sig group through
https://src.fedoraproject.org/rpms/python-rdflib/addgroup
and grant it commit access, or collaborator access on epel* branches.

I would also be happy to be a co-maintainer (FAS: salimma);
please add me through https://src.fedoraproject.org/rpms/python-rdflib/adduser

note: the test suite requires nose, but that's deprecated upstream - https://fedoraproject.org/wiki/Changes/DeprecateNose - and the test suites are not all passing and so the failures are ignored in the Fedora builds anyway. Can we get this built just with this change?

and gate the checks accordingly. Alternately I can try and see if the test suites can be run with another test runner.
