The "View details" link goes to the ConfigurationPolicy on the managed cluster, but like the message says, that ConfigurationPolicy was not able to be created. In my opinion, this is the correct behavior.

From the user perspective, if this link "View details" allows to be clicked, that means expected to get more details from this link. But currently, no much more message and can't open template when clicked this link, the behavior is likely trick for user. so just as the message says if the template created failed, the UI can disable this link. If no much codes change, I expect to fix it from UI.
