ReaR needs the filesystem (and other storage) tools corresponding to the storage layout of the system to be backed up in order to be able to recreate the layout. It checks for the presence of the tools when creating the rescue image and if it finds that a tool needed for some part of the existing layout is missing, it errors out, like if there is a VFAT filesystem but no mkfs.vfat.

The case of having a VFAT filesystem is becoming more common due to UEFI and the fact that the EFI System partition uses VFAT. The problem will show up even on BIOS machines, if EFI-compatible formatting is used, for example to use the same disk image for both BIOS and UEFI machines (hybrid image).

UEFI is becoming so common that it warrants adding dosfstools (the package that contains mkfs.vfat) to the package Requires.

In addition to x86_64, this concerns aarch64 (it also has UEFI).
