Description of problem:

When attaching veth to bridge, the veth interface still hold ipv6 link-local address afterwards.

Version-Release number of selected component (if applicable):
NetworkManager-1.39.10-1.el9.x86_64

How reproducible:
100%

Steps to Reproduce:
1. sudo ./bug.sh
2.
3.

Actual results:
veth1 still hold IPv6 link local address.

Expected results:
veth1 should not hold IPv6 link local address.

The full activation via `nmcli c up veth1` will purge the IPv6 link local address.
