Description of problem:
After change the default storageclass, create vm via quick way and customize way, their disks get different storageclass

Version-Release number of selected component (if applicable):
v4.11.0-83

How reproducible:
100%

Steps to Reproduce:
1. the default cluster is 'hostpath-csi-basic' at first
2. set the default cluster to OCS
3. create a vm via the quick way
4. create a vm via the customize way (just click and finish it, don't edit the disk)

Actual results:
the disks of the two VMs got different storageclass

Expected results:
It should have the consistent results
