Description of problem:
spawn-fcgi missing from EPEL 9


Version-Release number of selected component (if applicable):
EPEL 9


How reproducible:
lighttpd-fastcgi (which is in EPEL 9) is dependent on spawn-fcgi.  Attempting to install lighttpd-fastcgi will fail due to the missing dependency. 


Steps to Reproduce:
1. yum install lighttpd-fastcgi


Actual results:
failure


Expected results:
successful installation


Additional info:
spawn-fcgi is available in EPEL 8, allowing for successful installation of lighttpd-fastcgi on RHEL 8 systems.
