This does not work on RHEL8.  How are File Repositories created on RHEL8?

The  BZ I created was a duplicate -- the issue is already known.  Also, it turns out the repository linked in the documentation is wrong. The repository should be the Satellite Utils repo, not the Satellite Client repo.  Label: satellite-utils-6.11-for-rhel-8-x86_64-rpms.

Edit: python3-pulp_manifest will also be available in the main Satellite repo (rhel-7-server-satellite-6.11-rpms and satellite-6.11-for-rhel-8-x86_64-rpms)

Expanding on my Comment 5, the EL 7 label for the utils repository is rhel-7-server-satellite-utils-6.11-rpms

So, the complete list of repositories for Sat 6.11 that should have python3-pulp_manifest is:

rhel-7-server-satellite-utils-6.11-rpms
satellite-utils-6.11-for-rhel-8-x86_64-rpms
rhel-7-server-satellite-6.11-rpms
satellite-6.11-for-rhel-8-x86_64-rpms

I've approved the new PR! Cherry picking looks good too.  We could technically go further back but it's good to give the most attention to the two latest releases.
