Description of problem:
In F37 we moved the gettext runtime programs to gettext-runtime.
So assuming blivet-gui-runtime does not require any translation
management tools (like msgcat or xgettext) at runtime,
it should be possible for it to only Requires: gettext-time
(instead of gettext).

We can open a PR for this if it helps.

I forgot to add: the goal here is only to install gettext-runtime in the Fedora live image(s), etc.
