I can help with EPEL packaging if you need help.

A simple scratch build from rawhide in a centos-stream+epel-9 mock works fine.

I am Fedora side maintainer, and currently EPEL side package is orphaned (i.e. nobody maintains EPEL side rubygem-xml-simple).
Currently I am not going to maintain any packages on EPEL.

If you are interested, please feel free to take ownership on EPEL side yourself, thank you.

In the past, the existing owner had to add me as maintainer for EPEL. Can you do that for me? I can help to maintain all EPEL releases, at least EPEL-8 & EPEL-9
