Description of problem:

Cannot only disable vlan filtering on single port of linux bridge. For example

Given current state as

```
---
interfaces:
- name: br0
  type: linux-bridge
  state: up
  bridge:
    port:
      - name: eth1
        vlan:
          mode: access
          trunk-tags: []
          tag: 305
      - name: eth2
        vlan:
          mode: trunk
          trunk-tags:
          - id: 500
```

Got failure when applying:

interfaces:
- name: br0
  type: linux-bridge
  state: up
  bridge:
    port:
      - name: eth1
        vlan: {}
      - name: eth2
```

Version-Release number of selected component (if applicable):
nmstate-2.1.4-1.el9

How reproducible:
100%

Steps to Reproduce:
1. Apply above two state sequentially.
2. Use `npc iface eth1` to check whether eth1 still has vlan filtering.
3.

Actual results:

Both eth1 and eth2 still hold vlan filtering.

Expected results:

Only eth2 still hold vlan filtering.
