Tests are failing for 4.11 branch and fixes need to be backported/

Actual results:
active-health-checks test fail
pvc test fail
namespace-store test fail
blockpool tests fail
persistent dashboard tests fail

Expected results:
They should all pass

@kramdoss Moving it back to assigned for now. We still need to do some fixes.
The server for odf-console does not have proper certificates passed to it. 

I have updated the bug with new PR

If no QE is needed, then it's CodeChange. TestOnly means there are no changes, just need QE to re-test.

I think we can just close this BZ, it keeps creating confusion. 
We don't need a BZ to track upstream ci/docker file changes.
