I reproduced the bug with tigervnc-1.12.0-7.el9 Fix verified with tigervnc-1.12.0-7.el9 (RHEL9 VNC server, win10 VNC client) Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
