Host collections card shows no text and displays empty card when no host collections are created.

1. Configure host on UI and navigate to new Host Details UI
2. Host Collections card should be present on Host Details Page
3.

Actual results:
Host Collections shows blank card when no host collections are created.

Expected results:
Some text should be displayed for no host collections present.

Moving this bug to POST for triage into Satellite since the upstream issue https://projects.theforeman.org/issues/35372 has been resolved.

Verified.

Version Tested: Satellite 6.12 Snap 12.0

Verification Steps:
1. Configure host on UI and navigate to new Host Details UI
2. Host Collections card should be present on Host Details Page
3. "Add to a Host Collection" button is present on Details Tab Host Collections tile and enables the host to add to a host collection.
