Please branch and build sqlcipher in epel9.

If you do not wish to maintain sqlcipher in epel9,
or do not think you will be able to do this in a timely manner,
I would be happy to be a co-maintainer of the package (FAS jonathanspw);
please add me through https://src.fedoraproject.org/rpms/sqlcipher/adduser

The current rawhide branch builds successfully against epel9.

I've requested the epel9 branch [0], but before we populate that we should update sqlcipher to the latest upstream version in rawhide and use that.  We might as well start with the latest version in epel9 to hopefully avoid the need to do incompat soname bump later.
