Description of problem:
After FFU from 13 to 16.1 the amphora image remains to be that of OSP13
octavia-amphora-13.0-20210511.1.x86_64

OSP13 2022-03-28.1
OSP16.1 RHOS-16.1-RHEL-8-20220804.n.1

It also happens with 13->16.2
