Sunil, if RHCS BZ is targeted for 5.3z1 then we need to keep this BZ open for 4.12 even if
1. it is not a blocker.
2. we are past dev freeze

Till RHCS BZ is moved out of 5.3z1, we can't take a decision on this one. 
IMHO, we should treat the trackers separately not like other ODF BZs.

Providing conditional ack with devel ack for 4.12 as the ceph bz is targeted for 5.3z1
