Tested on Satellite 6.11.3 Snap 1.0
Version: foreman-installer-3.1.2.8-1.el8sat.noarch

Steps:
1. su - postgres -c 'hammer ping'

Observation:
hammer ping works fine for postgres user which is a non-root user, also tested creating a new user
