Description of problem:
The epel9 specfile should come from rawhide.
Disable a couple of buildrequires to have a starting point.

Steps to Reproduce:
1. merge from
https://src.fedoraproject.org/fork/trix/rpms/octave/c/33257268100d9af31b4f847ecec53bfe6cf7bc00?branch=epel9

2. build rawhide
fedpkg scratch-build --target rawhide --srpm ~/rpmbuild/SRPMS/octave-7.2.0-2.fc38.src.rpm

3. build epel
fedpkg scratch-build --target epel9 --srpm ~/rpmbuild/SRPMS/octave-7.2.0-2.fc38.src.rpm

Actual results:
rawhide

epel9



Expected results:
With epstool epel9.

octave installs and runs on rhel 9 


Additional info:
I will file an epel9 bz once this one and epstool are ok 
Add me as an admin to the project if you need help with epel.
