Description of problem:

OSP 17.1 needs to support FIPS compatible mode. This RFE tracks the related implementation & testing effort to verify that Cinder supports FIPS compatible mode.

The scope of this RFE is limited to core cinder components and drivers supported by Red Hat. Third party implementation and testing are owned by the partners.

The regression tests in FIPS mode don't show relevant changes compared to the non-FIPS mode.
(cinder backends: LVM/iSCSI, ceph, Netapp/NFS).
