Description of problem:
The /pub/ url is not accessible on the Satellite nor Capsule server.

Version-Release number of selected component (if applicable):
6.12.0 snap 8

How reproducible:
always

Steps to Reproduce:
1. Have a SAT or CAPS server.
2. curl https://<sat_or_caps>/pub/

Actual results:
404 Not Found

Expected results:
200 OK

Additional info:
It is a regression since 6.11
It seems an upstream issue #35227 was already resolved.

Moving this bug to POST for triage into Satellite since the upstream issue https://projects.theforeman.org/issues/35227 has been resolved.

Verified.

Tested on Satellite 6.12.0 Snap 12.0

Steps:
1. Setup a Satellite integrated to external Capsule
2. curl https://<sat_or_cap>/pub/

Observation:
pub/ url is accessible on both Satellite and Capsule
