Albeit this was on a CentOS8 Stream/Ceph Quincy cluster, the above option barfed with following:
>> Error EINVAL: Host and label are mutually exclusive
However this variation worked:
# ceph orch apply rgw foo --placement="2 label:rgw" --port=8000
