Describe the issue:

On ODF 4.10 Scale doc there was a warning:

Note: Flexible scaling features get enabled at the time of deployment and can not be enabled or disabled later on.

Although the Warning/note is available in KCS:  https://access.redhat.com/articles/6954880


I think it's important to keep it on the Scale docs.It would fit as a Warning in section 4.1 of the BM scaling doc: https://access.redhat.com/documentation/en-us/red_hat_openshift_data_foundation/4.11/html-single/scaling_storage/index#scaling-up-storage-by-adding-capacity-to-openshift-data-foundation-nodes-using-local-storage-devices_bare-metal- 

It could also be a good idea to add it to the deployment guide, so the customer is aware that once deployed with flexible scaling you can't change. This bug having no release flag set previously, is now set with release flag 'odf‑4.12.0' to '?', and so is being proposed to be fixed at the ODF 4.12.0 release. Note that the 3 Acks (pm_ack, devel_ack, qa_ack), if any previously set while release flag was missing, have now been reset since the Acks are to be set against a release flag.

Updated the flexible scaling note in bare-metal, VMware and RHV guides (not pushed to master as yet). Waiting for reply from Aaruni and Melanie to confirm if the same note is required in IBM power and Z deploying guides. If yes, they would be the updating the IBM docs.

Added commit for IBM Z in the same MR, hence moving the BZ status to ON_QA.
