This has been intentional because of https://bugreports.qt.io/browse/QTBUG-86080 (the devel package would be uninstallable if it were shipped due to that bug). However, in the meantime that bug has been fixed and it seems the fix has trickled down into Fedora as well, so the .pc file can probably be shipped now. I'll look into it. FEDORA-2022-b2483e8d6a has been submitted as an update to Fedora 38. https://bodhi.fedoraproject.org/updates/FEDORA-2022-b2483e8d6a FEDORA-2022-b2483e8d6a has been pushed to the Fedora 38 stable repository. If problem still persists, please make note of it in this bug report. Looks like F35's Qt6 still doesn't have the fix for QTBUG-86080: https://src.fedoraproject.org/rpms/quazip/pull-request/13 So I will update only F36+.
