Description of problem:
A new timer thread will be used to
handle per-CPU timers on RT:
https://bugzilla.redhat.com/show_bug.cgi?id=2122220

It is necessary to update the tuned realtime-virtual profiles
to increase the priority of that thread to FIFO/3:

# for i in `pgrep ktimersoftd` ; do grep Cpus_allowed_list /proc/$i/status ; done
group.ktimersoftd=0:f:3:*:ktimersoftd.*

It is also necessary to backport changes to RHEL-8.
