This bug was initially created as a copy of Bug #2123751

I am copying this bug because: 

It helps to keep our code synced to backport this to rhel-8.x

Description of problem:
We are only using python-ethtool in a limited way in tuna, and would like to remove python-ethtool from rhel-9.2, so obtain the information in a different way
