We will do an early rebase of Rust Toolset to 1.64 in RHEL 8.8.0, as an interim step before our final rebase to 1.66. This will let us do earlier testing paired with the LLVM 15 update, and also provide a somewhat newer compiler for other components to start building with.

The upstream release of 1.64.0 is expected on 2022-09-22.
