Proposed as a Freeze Exception for 37-final by Fedora user alciregi using the blocker tracking app because: All elements of the default panel (or equivalent) configuration in all release-blocking desktops must function correctly in typical use. Shutting down, rebooting, logging in and logging out must work using standard console commands and the mechanisms offered (if any) by all release-blocking desktops. This way to enter the GRUB menu is documented in various places [1]. We can agree that it is not a big issue, (despite the fact that pressing Shift during the boot process doesn't always works) you can reach the GRUB menu in other ways, but it was working before and now it doesn't work anymore.
