Description of problem:
Unable to remediate insights issues from console.redhat.com

Version-Release number of selected component (if applicable):
- Satellite 6.12.0 snap 9
- rubygem-foreman_rh_cloud-5.0.39-1.el8sat.noarc

How reproducible:
- Always

Steps to Reproduce:
1. Subscribe Satellite.
2. Import Manifest.
3. Navigate to Configure > Inventory Upload
4. Click Configure Cloud Connector.
5. Register a few hosts with Satellite and Insights.
6. Perform Inventory upload and Inventory sync (Configure > Inventory Upload)
7. Go to console.redhat.com, and wait for reports to be processed.(See checkin time for hosts)
Note: This is taking a lot more time than usual.
8. Create a remediation playbook on c.r.c
9. Try to execute the playbook.

Actual results:
- Nothing happens on Satellite or registered hosts/clients.
- No log entries.

Expected results:
- Hosts are remediated successfully.

This seems to be working now.
But I am still observing slowness in inventory report processing on c.r.c(Yupana). See https://issues.redhat.com/browse/REMEDY-174
