It seems that texlive-ketcindy binary package is built from two different source packages. Spotted by <https://artifacts.dev.testing-farm.io/58a96c26-8f7d-4a1a-b658-f6ab1c2c61c2/> upgrade tests:

texlive-ketcindy-9:svn58661-60.fc38.noarch is produced by texlive, texlive-ketcindy-9:20210325-52.fc38.noarch by texlive-base.

Because of the version strings, the textlive one is never installed. I recommend removing the subpackage from texlive.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 38 development cycle.
Changing version to 38.

This message is a reminder that Fedora Linux 38 is nearing its end of life.
Fedora will stop maintaining and issuing updates for Fedora Linux 38 on 2024-05-21.
It is Fedora's policy to close all bug reports from releases that are no longer
maintained. At that time this bug will be closed as EOL if it remains open with a
'version' of '38'.
