Description of problem:

To simplify the management of the selinux-policy for insights-client, the rpm should create the /var/cache/insights-client during its installation.

Actual results:

The current insights-client package creates/owns the following directories:
%attr(700,root,root) %dir %{_localstatedir}/log/insights-client/
%attr(750,root,root) %dir %{_localstatedir}/cache/insights/
%attr(750,root,root) %dir %{_localstatedir}/lib/insights/

Expected results:

It should also create and own:
%attr(700,root,root) %dir %{_localstatedir}/cache/insights-client/
