Description of problem:
When booting a satellite server, the following message is displayed in the system log:
[/usr/lib/tmpfiles.d/puppetserver.conf:1] Line references path below legacy directory /var/run/, updating /var/run/puppetlabs/puppetserver → /run/puppetlabs/puppetserver; please update the tmpfiles.d/ drop-in file accordingly.

1. Install satellite 6.11 on Rhel-8
2. Reboot the server or manually restart systemd-tmpfiles-clean.service

Expected results:
/var/run/ is a legacy directory, the path should be updated in the config files to avoid warning.
