Verified.

Tested on Satellite 6.12.0 Snap 12.0
Version: 
satellite-installer-6.12.0.5-1.el8sat.noarch
foreman-installer-3.3.0.5-1.el8sat.noarch 

Steps:
1. # satellite-installer --full-help | grep "foreman-proxy-plugin-reports"

Observation:
In satellite-installer for downstream, the foreman_proxy::plugin::reports and foreman::plugin::host_reports plugins do not exist.
