Description of problem:
 - While removing iscsigw in rhcs5,  getting hung

Version-Release number of selected component (if applicable):
 - RHCS 5/ceph version 16.2.8-84.el8cp

How reproducible:
Yes

Steps to Reproduce:
1. Install RHCS 5.1 or RHCS 5.2
2. Install iscsigw.
3. Remove one iscsi gw daemon with --force option.

Actual results:
- Command is getting hung
- Other orch commands are not working till the active mgr restart/failover. 

Expected results:
- orch rm should work without any issues.
