Description of problem:

As we are going to support cinder backup running A/A and eventually deprecate/remove support for the old A/P model, we need a way to migrate environments from A/P to A/A.

This BZ may look like a dup of bug #1666804, but it's not. The other BZ covers greenfield deloyment of cinder-backup A/A, and this one covers the upgrade case, where an existing A/P deployment is migrated to A/A.
