Describe the issue:
When a ODF Storage System is deployed as a External Storage system(connected to a RHCS) then we do not have metrics related to IOPS, Throughput, Latency as these metrics are present in the ceph cluster which is external and these metrics are not being scraped by ODF currently.

When it comes to external mode the metrics related to Ceph will not be available as the Ceph Storage Cluster is not inside the User's K8s Cluster. Hence we need to document that it will not be available for external mode. 
Currently there is another bug around this part. Since Ceph metrics are not available Noobaa metrics are getting shown instead there which is wrong as it doesn't actually show the total utilization. This can confuse users that it is the total Cluster utilization which is not true. To mitigate this we need to add another check for external mode before we apply recording rules for Noobaa. This is a bug on the monitoring side. 
On the docs we need to specify the reason for not having metrics for IOPS, throughput and Latency in ODF External Mode with RHCS.
