Description of problem:
hypre BuildRequires python-breathe
https://src.fedoraproject.org/rpms/hypre/blob/rawhide/f/hypre.spec
See line 40

It fails to build because python-sphinx version on rhel is older than 4.0 but builds the docs fine on rhel 9.  

The change required is

I have merged your PR, but have not created any builds for epel9. If you wish to take care of epel9, then I'll add you as a co-maintainer and set you as the epel bugowner. Would that work for you?
