Description of problem:
Service is not associated with VM while creating VM from template which has service

Version-Release number of selected component (if applicable):
v4.12.0-125

How reproducible:


Steps to Reproduce:
1. add a service to a custom template
2. create vm from this template
3. check Networking -> services
4. service is created there
5. delete the VM
6. service is not deleted

Actual results:
no service found in vm details

Expected results:
service is found in vm details
and delete the VM should delete the service

The service is found in VM details, the only problem is it's not been deleted along with the VM.

verified on v4.12.0-1507, the service is deleted along with the VM
