Description of problem (please be detailed as possible and provide log

Unable to create DR policy from the "AllClusters/dataservices/DR policy Menu.
After selecting the Target clusters, the 'create' button doesnt enable. Also dont see the "Replication policy' and 'sync schedule' 

ENVIRONMENT:

1. I have an ACM Cluster with 2 managed ODF clusters

  ENV:  hub cluster :         ocp 4.11 , ACM : 2.6
        managed odf cluster1:  ocp 4.11, ODF 4.11
        managed odf cluster2:  ocp 4.11, ODF 4.11

  Cloud: IBM VPC Cloud
  Worker Nodes OS : RHEL 8

- Submariner HEALTHY
- ODF Status on both managed Cluster 'Ready'
