please build python-breathe  for EPEL9 to allow build gdal

This is a dup of
https://bugzilla.redhat.com/show_bug.cgi?id=2128426
and i don't believe it is directly needed for gdal
in another bz i am chasing down the gdal dependencies for epel9
https://bugzilla.redhat.com/show_bug.cgi?id=2129860 for libkml
and there is a similar problem with migw with libspatialite
can you explain the gdal dependency ?
