Cause: rgw-validation
Consequence: failed to run on ODF4.11 external script on RHCS 4.3
Fix: The external cluster python script is added functionality for supporting rgw-ip validation and from ceph end, it's been backported to ceph pacific
version https://tracker.ceph.com/issues/51432,
So `info=cap` can only be used till pacific version,
So added a check to see if the ceph version supports it or not.
Result: Successful running of rgw-validation
