Description of problem: Initrd regeneration is completely skipped on s390x

How reproducible: always

Steps to Reproduce:
1. Create a backup using `rear mkbackup`.
2. Restore the backup in ReaR rescue environment using `rear recover`.

Actual results: Initrd will not be regenerated at all.

Expected results: Initrd is going to be regenerated during backup restore.
