Description of problem:
fence_virt doesnt power on nodes that are already powered off, which might be unexpected for fence agents.

How reproducible:
100%

Steps to Reproduce:
1. power off node
2. fence with -o reboot
3.

Actual results:
Node remains off. No note about it in manpage/metadata/help text.

Expected results:
Note about it remaining off in manpage/metadata/help text.
