Description of problem:
During Neutron startup, OVN mechanism driver attempts to create neutron_pg_drop Port Group that's used as a default behavior to drop traffic when filtering. This happens before some workers, such as maintenance, are spawned.

This requires connection to the Northbound database that partially downloads DB content. It may take a fair amount of time to download the data which may slow down lots of things.
