this issue is a duplicate of bug 2096386.
The fix for bug 2096386 has two parts.

Both parts will be fixed for good in rhel-8.8.

The first part also is already in rhel-8.7-GA.
The second part is not yet in rhel-8.7.z, so let's reopen this Z-stream bug.

Also, both parts are backported to rhel-8.6.z (bug 2132282).

VERIFIED with NetworkManager-1.40.0-2.el8_7: the duplicate address is detected and removed.

Bug is checked by NM CI scenario ipv6_may_fail_no_wait_for_dad_dhcp
