Steps to Reproduce:
1. ceph orch deploy grafana --placement 'labels:mon'
1. podman logs $(podman ps | awk ' /grafana/ { print $1 } ') | grep -i skipping


Actual results:

Expected results:
Loading of plugins successful

Additional info:
Upstream tracker seems to be related. I cannot find the "link" between a code issue and signing the plugin but it seems to be related

This fix went in 5.3z1, so moving it to ON_QA
