Doc Text:	Cause: crm_mon returns a nonzero exit status at cluster shutdown. Consequence: Resource agents that call crm_mon in their monitor action, such as ocf:heartbeat:pgsql, may incorrectly return a failure at cluster shutdown. Fix: crm_mon returns success even if the cluster is in the process of shutting down. Result: Resources that call crm_mon stop cleanly at shutdown.	Story Points:	---
