Description of problem:

The openldap-servers package installs a file /usr/share/openldap-servers/UPGRADE_INSTRUCTIONS that serves a double purpose:

1. As the name implies, it contains instructions for manual operations to perform after upgrading the package

2. Its presence prevents slapd.service from starting.

The instructions given in the file include deleting it after performing the steps described, so that the service can start normally. However, while the manual steps described in the file only need to be executed once, every upgrade to the package reinstalls the file, so that it has to be deleted again every time this happens.
