Description of problem:
When running Fedora review on a package which has perl dependencies, one gets the warning
 Package contains the mandatory BuildRequires and Requires:.
  Note: Explicit dependency on perl-devel is not allowed

This bug appears to have been reported against 'rawhide' during the Fedora Linux 38 development cycle.
Changing version to 38.
